Technical Changes That Need Independent Electrical Review Before Energisation

BESST Engineering provides independent engineering review services from Brisbane across Australia for compliance, commissioning and energisation readiness.

Late design changes can create problems after studies, approvals and commissioning plans are completed, which is why an independent engineering review may be needed before energisation. An equipment substitution, settings adjustment or control change may affect protection, plant performance, network compliance or electrical safety. For projects operating within the National Electricity Market, AEMO’s guidance on the NER 5.3.9 process is one relevant reference, while the required pathway also depends on the connection agreement, project stage and effect of the proposed alteration on plant or power-system performance.

Which Technical Changes Should Be Reviewed Before Energisation?

Technical changes should be reviewed when they could alter assumptions used in the approved design, connection studies or commissioning program. The goal is to confirm that the installed plant still matches evidence relied on by the Network Service Provider and, where relevant, Australian Energy Market Operator (AEMO).

  • Protection changes, including relay settings, trip logic, current transformer (CT) or voltage transformer (VT) ratios, intertripping arrangements and fault-clearing times.
  • Inverter, Power Plant Controller (PPC), Energy Management System or firmware updates that may change voltage, frequency or reactive power response.
  • Equipment substitutions involving transformers, inverters, switchgear, cables, instrument transformers or reactive power equipment.
  • Single-line diagram, network topology, earthing, neutral treatment or auxiliary supply changes.
  • SCADA, telemetry, remote-control, communications or metering modifications.
  • Battery Energy Storage System changes affecting power conversion system (PCS) ratings, operating limits, control modes, battery configuration or auxiliary loads.
  • Commissioning changes involving hold points, testing methods, temporary settings, staged energisation or revised operating sequences.

A like-for-like replacement should still be supported by a technical comparison. Procurement approval alone does not prove electrical equivalence.

How Does an Independent Engineering Review Reduce Energisation Risk?

An independent engineering review checks whether a change remains consistent with the approved design, applicable Generator Performance Standards, connection agreement, relevant R1 data and models, and commissioning requirements. It identifies studies, drawings, settings, models or test procedures that may need to be updated before energisation and gives project owners a clear readiness position. The review supports project decisions but does not replace required Network Service Provider or AEMO acceptance under the NER, or applicable electrical safety certification, inspections and statutory approvals.

What Evidence Should Be Closed Out Before Energisation?

Energisation should be supported by traceable records that reflect the plant installed on site. Verbal confirmation is not enough where a change may affect safety, compliance or power system performance.

  • Approved and as-built single-line diagrams.
  • Equipment data sheets and manufacturer documentation.
  • Protection setting files, coordination studies and test reports.
  • Controller settings and firmware version records.
  • Updated root mean square (RMS) or electromagnetic transient (EMT) models where dynamic performance has changed.
  • SCADA, communications and remote-control test results.
  • Earthing, insulation, continuity and phase-check records.
  • Closed nonconformances, defects and commissioning punch-list items.
  • Written NSP advice confirming that applicable NSP and AEMO requirements have been satisfied, where required under the relevant connection process.
  • A readiness recommendation stating whether the plant is acceptable, conditionally acceptable or not ready.

BESST Engineering: Independent Engineering Review Support

A structured independent engineering review helps preserve the link between installed equipment and the technical evidence used to approve it. Through our independent authority services, BESST Engineering can review technical changes, identify missing evidence and provide a documented readiness position before energisation. This gives project teams a stronger basis for closing gaps and progressing with fewer avoidable delays.
