Grid-connected BESS and renewable projects entering the R1 period need more than a collection of study reports. The submission must show that the substantially developed plant, models, settings and supporting evidence remain aligned with the agreed performance standards before registration.
What R1 Compliance Actually Tests
AEMO’s capability assessment occurs after execution of the connection agreement and before registration as a Generator or Integrated Resource Provider. The assessment considers whether the generating system or integrated resource system can meet or exceed its performance standards, in consultation with the relevant Network Service Provider.
The Connection Applicant initiates the process by submitting the AEMO R1 Capability Assessment Guideline request form and supporting information. The initial package is used to scope the assessment, and AEMO or the NSP may request additional evidence or studies where needed.
For project teams, that means R1 compliance is not simply a repeat of the connection application. It is a check that the current plant configuration and technical evidence still support the agreed position.
Build One Consistent Technical Baseline
R1 problems often appear when different disciplines are working from different versions of the plant. Transformer data, inverter parameters, PPC settings, protection logic, drawings and simulation models need to describe the same technical baseline.
AEMO’s current guideline requires updated plant models incorporating R1 pre-connection Registered Data and supporting documentation, together with details of model, setting and plant changes. PSS®E and PSCAD™/EMTDC™ models and their associated user guides may form part of the required evidence.
Useful controls include:
- Model version control: Record the exact model release used for each study and submission.
- Plant-change tracking: Identify alterations made since performance standards were agreed and assess their impact.
- Protection alignment: Check that thresholds, delays and control interactions match the operating envelope demonstrated in studies.
- Evidence traceability: Map each relevant performance standard to the study, drawing, setting or technical note that supports it.

Control Changes Before They Create Rework
Late design changes are not automatically a compliance failure, but they can expand the assessment scope. AEMO recommends discussing large alterations with AEMO and the NSP early so affected performance standards can be evaluated.
Project teams should therefore maintain a controlled change register covering equipment, firmware, controller settings, protection settings and model revisions. Where final test data is not yet available, the guideline allows project-specific discussion with AEMO and the NSP about the best available information and an appropriate assessment approach.
