GPS Preparation NEM
GPS Preparation
Authority-led Generator Performance Standards (GPS) preparation for grid-connected generation and BESS in the National Electricity Market
A defensible, internally consistent, regulator-ready GPS submission aligned with AEMO, NSP, and NER expectations — prepared to pass scrutiny without late-stage rework.
When This Service Is Required
This service is typically engaged when:
- A GPS is required under NER S5.2.5 for a grid connection application
- A project is entering detailed design or grid approval
- Previous GPS drafts have generated RFIs or pushback
- EPCs or OEMs are delivering models but no one owns acceptance risk
- Schedule pressure makes rework unacceptable
We are most engaged for:
- Utility-scale BESS
- Solar PV and hybrid projects
- Embedded generation
- Grid-forming inverter projects
GPS Deliverables
A typical GPS package includes:
- Generator Performance Standards report (NER S5.2.5)
- Compliance position table (all applicable clauses)
- Assumptions, limitations, and dependencies register
- Summary of modelling inputs and results (reviewed, not created)
- Protection and control alignment statements
- Internal consistency and traceability checks
- Authority endorsement letter (conditional where required)
All deliverables are structured to support:
- NSP review
- AEMO assessment
- Downstream R1/R2 and commissioning stages
GPS Authority Scope
What We Do
We prepare the GPS as an authority-led, acceptance-focused document, not a modelling report.
Our scope includes:
- Definition of the GPS compliance position against NER S5.2.5
- Structuring the GPS to align with AEMO and NSP expectations
- Review and governance of:
- PSCAD / PSSE outputs (prepared by others)
- Assumptions and limitations
- Protection and control narratives
- Internal consistency checks across:
- Models
- Protection philosophy
- Performance statements
- Preparation of clear, regulator-ready narratives
- RPEQ-endorsed compliance statements (where required)
We act as the single technical owner of the GPS submission, coordinating inputs and managing acceptance risk.
What We Do Not Do
To maintain independence and manage risk, we explicitly do not:
- Build or own PSCAD, PSSE, or EMT/RMS models
- Act as the modeller of record
- Redesign plant or control systems
- Guarantee NSP or AEMO approval
We review, govern, structure, and endorse — we do not compete with modelling or EPC teams.
How Our GPS Approach Is Different
Most GPS submissions fail not because the models are wrong, but because:
- The narrative is inconsistent
- Assumptions are unclear or buried
- Sub-optimal input data for simulation modelling
- The protection and control intent is not aligned
- No credible authority owns the submission
Our approach:
- Treats the GPS as an approval instrument, not a modelling appendix
- Anticipates RFIs before they are issued
- Aligns technical detail to regulator decision-making
- Makes acceptance easier, not harder
Inputs Required from Client
To commence efficiently, we typically require:
- Network connection application details
- NSP technical requirements
- Modelling outputs (PSCAD / PSSE)
- Protection philosophy
- Plant technical data
A detailed input checklist is provided on engagement.
Commercial Model
- Fixed-fee GPS preparation
- Clear scope, exclusions, and reliance conditions
- Fee typically depends on:
- Technology (BESS, PV, hybrid)
- Connection complexity
- NSP requirements
